ABOUT US

Horry County PRIDE is a proactive taxpayers’ political advocacy movement on behalf of the County’s infrastructure and natural resources. We are pro-business, pro-infrastructure, and pro-environment. We promote— 

  • New ways of thinking, innovative solutions, and positive, meaningful change.
  • Cooperative leadership and a sense of “responsibility for the whole” among business, community, and political leaders.
  • Efforts to build strong, healthy, sustainable businesses and communities and to sustain our vital natural resources.
  • Legislation to benefit ALL taxpayers in Horry County…not just special interest groups. We ask that EVERYONE pay their fair share of infrastructure costs associated with rapid growth.

A future where political, business, infrastructure, and natural resource leaders respond powerfully to change and build strong, healthy, sustainable communities…together!

How are we going to accomplish this?

  • Recruit and organize County organizations (communities, HOAs, cities, environmental groups, etc.) AND individuals into a proactive “citizens’ lobby.”
  • Educate and inform taxpayers on political issues that affect their quality of life.
  • Guide and assist taxpayer efforts to effect positive change.
  • Encourage political, business, environmental, and community leaders to 

OUR MISSION

To create the PUBLIC and POLITICAL WILL to find innovative, effective solutions to the development, infrastructure and natural resource issues created by rapid growth.How are we going to accomplish this?Encourage the County Council to pass ordinances to:

  • Develop a WRITTEN FINANCIAL PLAN for the maintenance and construction of County infrastructure and the preservation of sustainable natural resources.
  • Match all new DEVELOPMENT PERMITS with BUDGETED FUNDS to maintain and construct County infrastructure and to preserve sustainable natural resources.
  • Require all DEVELOPERS, NEW HOMEOWNERS, AND NEW BUSINESS OWNERS pay their “FAIR SHARE” of the added costs to maintain and construct County infrastructure their developments require and to preserve sustainable natural resources.

OUR GOAL

To promote a  EXISTING Horry County taxpayers have a UNIFIED VOICE in governmental decisions that concern INFRASTRUCTURE and NATURAL RESOURCESHow are we going to accomplish this?

  • Attend County Council and pertinent Committee and Commission sessions.
  • Provide analyses of political issues affecting EXISTING taxpayers.
  • Identify and work with County and State officials aligned with HORRY COUNTY PRIDE.
  • Publish voting records of County and State officials on infrastructure and natural resource issues.
  • Identify and support political candidates committed to providing funds for adequate infrastructure maintenance and construction and natural resource preservation.

OUR LEADERSHIP TEAM

The HORRY COUNTY PRIDE leadership team is comprised of three taxpayers with different skills, styles, knowledge, and experience. This diverse representation enables us to best represent the taxpayers of Horry County.

JULIE HARBIN, CO-FOUNDER

 Background:

  • Born and raised in western South Carolina
  • B.A., Furman University, Greenville, SC
  • Former national telecommunications customer service manager
  • Former national telecommunications lobbyist for communications and weather satellites
  • Horry County, Murrells Inlet resident for 8 years

State and Horry County Political Experience:

  • President, S.C. Alliance for Retired Americans
  • Directed 6 month political effort that resulted in a $3M Collins Creek bridge before the 5300 unit Prince Creek West development began building (to minimize construction and real estate traffic through Blackmoor).
  • Assisted 4 year political effort to obtain left turn lane into Blackmoor to enhance safety.
  • Member, Horry County Envision 2025 Steering Committee (2 1/2 year strategic planning effort)
  • Assisted in 4 year political efforts to obtain new fire and emergency medical services for Burgess Community which significantly lowered homeowner insurance rates.
  • President, Communities Against the Asphalt Plant

PAM CREECH, CO-FOUNDER

 Background:

  • Horry County resident, Red Bluff for 23 years
  • Owner, Four Oaks General Store and Camelot Enterprises

  • Former Chair, Horry County League of Women Voters
  • Senior VP of Environment, Wildlife Action Inc.

  • Member, Horry County Envision 2025 Steering Committe (2 1/2 year strategic planning effort)
  • Member, Solid Waste Comprehensive Plan Steering Committee
  • Member, Committee on Mining Regulations
  • Member, Citizens Committee Negotiating DHEC/Solid Waste Authority
  • Treasurer, MV SWORD (five communities against a landfill)
  • Member, Communities Against the Asphalt Plant
  • Member, Common Agenda Steering Committee, SC Conservation Voters
  • Attended Governor Mark Sanfords Land Use Conference
  • Columnist for Waccamaw Reporter
  • Worked for 12 years educating communities about zoning regulations in dealing with community developments and regulations and how this would affect their quality of life.
  • Made many presentations to Council and Planning Commission and attended over 500 hundred county meetings.

JIM PAULLIN, FINANCIAL CONSULTANT

  • Born and raised in central Ohio
  • Formed successful new business within trucking industry
  • 5 years with major national appliance industry
  • 5 years of various management positions across the country
  • Retired as V.P. Marketing and Sales of a Raytheon Company

Political Background

  • Officer of several POA Boards of Directors
  • Organized 19 POAs to petition Mahwah N.J. Council to obtain ” Fair Share” tax rebates for town services taxed but not received.
  • Designed ” Fair Share ” reimbursement program Council adopted to annually return taxes to each individual POA
